Project Public Private Partnership “Campus at J. E. P. University in Ústí nad Labem”
The Jan Evangelista Purkyně University in Ústí nad Labem was founded in 1991 and had 3 faculties at is inception – the
Faculty of Education, the Faculty of Social Sciences and Economics, and the Faculty of the Environment – as well as 2 institutes – the Institute of Slavonic and Germanic Studies and the Institute for the Study of Romany Culture – with a total of 2591 students and 280 employees. The university has gradually increased the range of study programmes on offer over the past few years, as well as its scientific, research, development, and artistic activities. The university now has an irreplaceable and incredibly important role as an institution of education and culture, all the more so because it operates in the region with the lowest levels of education in the Czech Republic. The university needs to ensure its own progressive development in order to ensure a sufficient number of graduates for the Northwest region, with an adequate background of space required in order to achieve this aim.
The current spatial arrangement, in which the university is spread over 16 buildings in the City of Ústí nad Labem, is ineffective from the logistical perspective and that of economic demands. Increasing the number of people in the Ústí nad Labem region with university education requires the creation of the sort of facilities for students that will ensure their education can be provided at the highest level and in an environment which corresponds to the demands of their studies and preparation.
The areas intended for the implementation of the project are found in the former Masaryk Hospital complex in Ústí nad Labem, Pasteurova Street. This complex is some 90 000 m2 in size and is located in the city centre.
A Study and Information Centre will be created in the Campus as part of the project and this multi-purpose facility will be home to the following: the Rectorate, the Centre for Informatisation, the University Library, a bookshop, the University Editing and Publishing Service, the Institute of Slavonic and Germanic Studies, the University Advisory Centre, the Centre of Lifelong Learning, the E-learning Centre, and the Congress Centre. In addition to all this, the complex will also be used for teaching, research, and other activities. This will ensure that the information services and service workplaces at the university will be effectively connected in one area with ideal accessibility.
Catering and additional services will also be provided in the Campus area. There will also be an accommodation capacity of around 328 beds for students, as well as rented accommodation for university employees. The fact that the complex will be occupied at all times and open to the people of Ústí nad Labem will make sure that the Campus area is an animate part of the city with its own special atmosphere. The Campus will be completed with sports fields and other sports facilities.
The estimated costs of the project are 2 555.4 million CZK. It is anticipated that this will be a DBFO project (Design, Build, Finance, Operate).
